Focused enforcement to

Increase the probability of detection and punishment

Community Based Policing
To be supported by improved plannng, regulation and business control.

Support for victims and witnesses: 
Strengthen the Witness Protection Programme

Clear, Hold and Build:
Adopt a strategy that will build a robust civil society by engaging other government agencies and NGOs to provide education and training, economic opportunities, health care and prompt justice.

Prevent recruitment:

Give gang members a choice to reform or qualify for assistance and job ttraining or be subjected to legal harassment by every arm of government.

Denial of liberty: 

Violent criminals should not normally be granted bail, especially when there is a clear risk that witnesses will be intimidated, or evidence destroyed.
