Improving Transparency and Value For Money of Public Procurement through: (a) training and certification courses for procurement staff; (b) technical assistance to produce a new Procurement Handbook following enactment of the Procurement Law; (c) implementation of E-tendering, including IT equipment; (d) communication and awareness of new Procurement Law, Handbook and e-tendering system among Government and Contractors; and (e) new contractor registration system as a module of the e-tendering system.  Public procurement is also affected by the weak control environment due in this case to the lack of: (i) a consolidated and modern procurement law; (ii) adequately trained procurement officers; and (iii) ICT to conduct procurement (e-procurement). For 2014, a new Procurement Act is expected to be enacted and an e-tendering system implemented.
