Office of Utilities Regulation

Core Functions:

The Director General reports to the appointed members of the Office. The Office is responsible for the regulation of prescribed utility services under the Office of Utilities Regulation Act (OUR Act). The Director-General will ensure that the necessary systems and procedures needed to effectively regulate prescribed utilities are developed, established and operated in a transparent manner in accordance with enabling legislation and written general policy guidelines as may be provided by the Cabinet. The incumbent will also be responsible for: (a) the general management and administration of the Office; (b) advising the respective Government Ministers on policies relating to utilities regulation; (c) co-operating and maintaining good relations with other regulatory agencies (both local and overseas), impacting on the operations of public utilities; and (d) maintaining a good relationship with the general public.

Qualifications and Experience:

The successful candidate must demonstrate:

  • Wide experience in regulatory affairs, government and/or commerce.

  • Excellent presentation skills, and must be able to negotiate and to represent the organization at the highest level.

  • Outstanding management capabilities and the ability to develop and motivate staff.

The most suitable candidate will likely have been educated to post graduate level in accountancy, economics, engineering, finance, business, or law, and will have more than twenty years of progressively senior experience in a relevant field.


This is a statutory appointment. The OUR Act provides for a term of office for a minimum of 3 years up to a maximum of 7 years. The person so appointed shall be eligible for re-appointment in conformance with the Office of Utilities Regulation (Amendment) Act 2015.

The Office was established by an Act of Parliament in 1995 as a body corporate with responsibility for regulating the provision of prescribed utility services viz: electricity, water and sewerage and telecommunications. The Office consists of persons appointed by the Governor-General on the recommendation of the Prime Minister, made after consultation with the Leader of the Opposition. The Director-General is an ex-officio member of the Office.
