
Policy Register
A Government of Jamaica Policy Register was established, to provide an up-to-date information system, containing a record of all government policies, draft policies and policies contemplated. It includes a brief explanation of the intent of each policy, the Ministry that developed each policy, the Ministry responsible for implementing each policy, where available the date of promulgation of each policy and other policies with which each policy is closely associated.
The Register is expected to assist in the management of policy development and implementation, which will be largely achieved through the access to be granted to the Register by various stakeholders, including the public.
Through the Register, best practice policy documents may be identified, information to be used in the development of new policy may be accessed and monitoring and evaluation agents will be able to keep abreast of progress in developing and implementing policies.
The Register will consist of both paper-based records and digital records where possible.
Definition of policy
Policy is an officially adopted guide to action under a given set of circumstances that seeks to assure consistency and fairness in the accomplishment of some intended or desired end.
For the purposes of this baseline, this refers to policies that:
- would need Cabinet approval;
- would be developed as a Green Paper for consultation;
- are intended to be laid in Parliament.
