The Performance Monitoring and Evaluation System (PMES) is a comprehensive monitoring and evaluation framework that includes an inventory of activities, resources, performance measurement, results and governance information. The PMES provides a formal process for the Government of Jamaica to set broad strategic priorities, underpinned by a framework in which Ministries, Departments and Agencies prepare four-year Strategic Business Plans on an annual basis, with performance indicators and targets to support effective monitoring, evaluation and reporting on results.

As a public management tool, the PMES is used to improve the way in which government achieves results by examining outcomes and impacts of policies, programmes and projects which can be used to inform decision-making.  It provides a means whereby reliable performance feedback can be ascertained.
