The Cabinet Office is primarily responsible for the management and oversight of the strategic planning process across Government. The Cabinet Secretary issues an annual Call for Strategic Business and Operational Plans which advises Ministries to prepare their plans in the context of the Medium-Term Strategic Priorities of the Government as identified by Cabinet. This Call is accompanied by the GoJ Performance Management Operating Policy and Procedures which guides Ministries, Departments and Agencies (MDAs) on the standards and principles of Results-Based Management.
The Cabinet Office, through the PMEB, provides technical guidance and support to the MDAs in their strategic planning processes and in the development of their Strategic Business Plans aligned to their Medium-Term Results Based Budget. The PMEB also monitors the implementation of Ministry Strategic Business Plans and analyses their performance data to guide and strengthen the decision-making processes of Government.
