The Guidelines for the Development of National Policies aims to build capacity in the development of sound national policies and, in so doing, support the objective established in Ministry Paper No. 56/02 (Government at Your Service: Public Sector Modernisation Vision and Strategy 2002-2012).

The document gives attention to each stage of the policy development process, as well as other important factors that should be taken into consideration throughout the said process. The Cabinet Office hopes that this guide will be applied by Policy Analysts to improve the quality and sustainability of policies developed.
